Campus Planning is responsible for guiding the physical design, long-term development, and stewardship of the university’s built environment. The department leads the programming and design phases of capital projects, ensuring that each initiative aligns with the Academic Master Plan, Facility Master Plan, and overall strategic goals. During planning, Campus Planning establishes project scope, budget parameters, and schedules, working closely with campus stakeholders to translate programmatic needs into thoughtful, functional, and cohesive design solutions.
The department also oversees the engagement and coordination of professional design consultants, ensuring projects meet institutional design standards, regulatory requirements, and the broader campus vision. From new construction and major renovations to historic rehabilitation and deferred maintenance planning, Campus Planning ensures that every project strengthens the campus environment and contributes to a consistent architectural identity.
Campus Planning and Construction Administration (CPCA) operate as a coordinated team throughout the life of each project, with clearly defined roles. Campus Planning focuses on project programming, scope development, consultant selection, and oversight of the design process to ensure alignment with campus standards and long-range planning goals.
Construction Administration (CA) manages all Capital Construction Projects over $100,000, including new construction, renovations, and major maintenance. CA oversees contractors and administers projects during construction, including monitoring construction activities, reviewing submittals and shop drawings, coordinating with consultants, managing budgets and schedules, processing pay applications and change orders, conducting site observations, and facilitating project closeout. In every project, CA incorporates High Performance Building standards, maintainability, sustainability, technology, and the Academic Master Plan to ensure optimal functional outcomes.
This structure provides continuity from concept through completion while maintaining clear responsibility for design under Campus Planning and construction under Construction Administration.
Beyond capital projects, Campus Planning supports the university through development of the annual Capital Budget Request, maintenance of facilities inventories, space and building records, drawings and documentation, and Geographic Information System (GIS) data. The department also oversees long-range planning initiatives and real estate functions, including property acquisition, disposition, leases, and easements. Across all planning efforts, the primary objective is to support the university’s mission while shaping a campus that is functional, sustainable, and reflective of its identity.
